Joel Samuels, ROLC Director and Professor of Law at the University of South Carolina, was mentioned in an August 20, 2019 press release by the Government of Ghana. The article details his lecture at the 11^th African Youth and Governance Convergence (AFGC), where he made the argument that development of rule of law is dependent upon governments giving the youth opportunity to participate in politics.
