The Rule of Law Collaborative at the University of South Carolina has partnered with Glasshouse Initiatives, Inc. to analyze the gendered impacts of Zambia’s tax policy. In a March 2023 report written on behalf of the U.S. Agency for International Development and Nathan Associates, entitled “Zambia Gender Equality and Social Inclusion Analysis,” ROLC highlights the disparate impact Zambia’s tax policies have on women and other vulnerable populations, and calls for more data to be made available. The 73-page document incorporates dozens of interviews from stakeholders, including taxpayers, tax officials, and scholars, as well as publicly available government data and industry analysis. ROLC makes a number of recommendations regarding these issues.
